Noor is an impact-driven entrepreneur and strategic advisor with over 17 years of experience at the intersection of technology, labor markets, and business-driven social inclusion. She founded JobLee, a tech recruitment company working with startups and companies in AI, robotics, and defense-tech. Her approach is partnership-driven, helping organizations build high-performing teams by reaching exceptional, often overlooked talent and bridging the gap between their potential and market expectations. At the core of her work is one belief: the challenge is not a lack of talent, but a gap in access. Her perspective is shaped by both research and practice. Her career began with a government initiative to expand access to higher education and employment within the Druze community. She went on to research the labor market with the Milken Institute, identifying systemic gaps in employment pathways, and brought those insights into the tech industry: recruiting for senior engineering roles at Intel, and building and managing business intelligence projects. Today, alongside her business, Noor designs and leads strategic employment initiatives to expand high-quality job opportunities in Israel's periphery, with a focus on women.
